Rockefeller family impostor convicted in 1985 Southern California murder

A man who blended into wealthy East Coast circles by posing as a member of the famous Rockefeller family was convicted Wednesday of first-degree murder in the 1985 killing of a Southern California man whose remains were unearthed decades later in his family's backyard.

Jurors deliberated for about one day in the case of Christian Gerhartsreiter, who used several aliases that included Clark Rockefeller ? a name that allowed him to fraternize with members of high society after he left Southern California following the disappearance of John and Linda Sohus.

John Sohus' remains were found by a construction crew nine years after he and his wife Linda disappeared.?A father-son work crew found the remains -- Sohus' skull was in two plastic bags -- when they were building a pool in the backyard of the Sohus family's San Marino home.

Ellen Sohus, the victim's step-sister, spoke about her brother outside the courtroom. She remembered him as "the original nerd," who would set up electronic equipment and other gadgets for her.

"He was gentle, fun loving and curious ? he knew everything," Sohus said.

Linda Sohus has never been located, and defense attorneys attempted to cast her as a suspect in the case.

Prosecutors presented three weeks of circumstantial evidence during the trial. In their closing argument, they told jurors that all the evidence pointed to Gerhartsreiter -- not Linda Sohus.

"The jurors rejected what was unreasonable," said Los Angeles County Deputy District Attorney Habib Balian.

Gerhartsreiter faces a penalty of 27 years to life in prison.

The German national moved to the United States in the late 1970s. He was a tenant on the Sohus' property in the upscale community (map) southeast of Pasadena at the time of the couple's disappearance.

Gerhartsreiter left Southern California for Connecticut in Sohus' vehicle and attempted to assume another life on the East Coast, according to prosecutors. The timeline of events -- including Gerhartsreiter's activities in Southern California and on the East Coast -- was presented to jurors during the trial in a downtown Los Angeles courtroom.

"What I have now are answers to questions that I never thought I would have answers to," Ellen Sohus said. "What happened to John? Who's responsible? And, what the defendant continued to do after he left San Marino."

He adopted the "Rockefeller" alias in an effort to move in wealthy circles, according to prosecutors. Defense attorneys argued? the defendant's aliases have nothing to do with Sohus' death, and that he is just one of many people who moved to Los Angeles to "reinvent themselves."

Gerhartsreiter called himself "Chichester" in the early 1980s when he moved to Southern California. He said he was a film student at USC and claimed he was related to Sir Francis Chichester, a famed British adventurer.

Gerhartsreiter was serving time for the kidnapping in Boston when investigators connected him to the Sohus case.

Protective Life to buy AXA life insurance unit for $1.06 billion

(Reuters) - Protective Life Corp said it will buy Mony Life Insurance Company from parent AXA SA for $1.06 billion to access its portfolio of life insurance policies.

The company sees the deal adding between $0.10 and $0.15 to its earnings per share in 2013 and between $0.55 and $0.65 per share in 2014.

"This book of business, comprised primarily of life insurance policies written prior to 2004 ... should produce a steady and predictable stream of earnings for many years to come," Protective Life Chief Executive John Johns said in a statement.

Shares of the Birmingham, Alabama-based company closed up 2 percent at $35.59 on the New York Stock Exchange on Wednesday, prior to the announcement.

Last month, people familiar with the situation said Protective Life was the leading candidate to buy U.S. life insurance assets from Axa, which has been expanding into emerging markets while scaling back its presence in North America after years of underperformance in that region.

Willkie Farr & Gallagher LLP and Barclays PLC served as financial advisers to Protective Life for the deal.

Including a capital surplus of $303 million, the total investment by Protective Life is about $1.09 billion, the company said.

(AP) ? A bipartisan deal seems imminent on expanding background checks to more gun buyers, an agreement that could build support for President Barack Obama's drive to curb firearms violence.

Meanwhile, the Senate is ready for an opening vote on restricting guns as Majority Leader Harry Reid, D-Nev., set a roll call for Thursday on starting consideration of the firearms legislation. Odds are growing that Democrats will win enough Republican support to thwart an effort by conservatives and Senate Minority Leader Mitch McConnell, R-Ky., to block consideration from even starting.

"I hope Republicans will stop trying to shut down debate and start engaging in the tough issues we were sent to Washington to tackle," Reid said.

Together, the developments were a boost for gun control advocates battling for restrictions in the wake of December's shootings that killed 20 first-graders and six staffers at an elementary school in Newtown, Conn.

Even so, the ultimate fate of gun legislation remains unclear, clouded by opposition from many Republicans and moderate Democrats in the Democratic-led Senate and the Republican-run House. Many critics say the proposal would violate the Second Amendment right to bear arms and burden law-abiding gun owners.

"We should focus law enforcement resources on the bad guys," said Sen. Ted Cruz, R-Texas.

Sens. Joe Manchin, D-W.Va., and Patrick Toomey, R-Pa., were expected to announce a background check compromise on Wednesday. Subjecting more firearms purchases to federal background checks has been the chief goal of Obama and gun control supporters, who promote the system as a way to prevent criminals and other risky people from getting the weapons.

After weeks of negotiations, Manchin and Sen. Chuck Schumer, D-N.Y., told reporters late Tuesday that a gun control agreement was close.

The emerging deal would expand required background checks for sales at gun shows and online but exempt transactions like face-to-face, noncommercial purchases, said Senate staffers and lobbyists, who spoke on condition of anonymity to discuss the private talks. Currently, the checks are required only for sales handled through licensed gun dealers.

Though many details of the emerging agreement were unclear, Manchin and Toomey are among their parties' most conservative members and a deal could make it easier for some hesitant senators to support the background check measure, at least for now.

Some Republicans might vote to begin debate on the legislation but eventually oppose the measure on final passage. Other parts of Obama's gun effort already seem likely to face defeat, including proposed bans on assault weapons and high-capacity ammunition magazines.

The gun legislation Reid wants the Senate to debate would extend the background check requirement to nearly all gun sales. Assuming the deal between Manchin and Toomey is completed, Reid would try to replace that language with their agreement once debate begins, a move that would require a vote.

The overall gun bill also tightens federal laws against illegal gun sales and slightly increases federal aid for school safety.

Thirteen conservatives have signed a letter saying they will block consideration of the measure, and McConnell said he will back that move. That will force Democrats to round up 60 votes to overcome the conservatives.

At least eight Republicans have said they want to begin debate or have indicated a willingness to consider it, a number that would be expected to grow if the background check agreement proves successful.

The eight are Sens. John McCain of Arizona, Lindsey Graham of South Carolina, Tom Coburn of Oklahoma, Johnny Isakson and Saxby Chambliss of Georgia, Susan Collins of Maine, Roy Blunt of Missouri and Mark Kirk of Illinois.

Some moderate Democrats were remaining noncommittal and could oppose opening the gun debate. They include Sens. Mark Begich of Alaska and Mark Pryor of Arkansas, who are seeking re-election next year. There are 53 Senate Democrats and two independents who lean Democratic.

Amid the maneuvering, relatives of some Newtown victims are lobbying to support gun curbs. And Obama has been calling senators from both parties to push for the gun bill.

"People should listen to what we have to say and move the debate forward," said Mark Barden, who lost his 7-year-old son, Daniel. "It's not just about our tragedy. Lots of kids are killed every day in this nation. We have to help lead the change."

The National Rifle Association opposes Obama's effort and is urging its members ? it claims nearly 5 million ? to tell lawmakers of their opposition.

In GOP-heavy Louisiana, the NRA asked members to contact Democratic Sen. Mary Landrieu, who is seeking re-election next year. "The future of our Second Amendment rights are at stake," the mailing said.

Counteracting that has been an effort by Mayors Against Illegal Guns, one of whose leaders is billionaire New York Mayor Michael Bloomberg. It said it will keep track of key gun-related congressional roll calls and make the information available to voters and contributors ? a tactic long used by the NRA and other groups.

Queen's University Belfast to host Second Food Integrity and Traceability Conference

The latest international developments in food safety and traceability will be showcased at a major conference at Queen's University Belfast in April 2014.

The Food Integrity and Traceability Conference will take place at Queen's from 8-10 April 2014 and will attract leading scientists, food standards regulators and agri-food producers from around the world.

Featuring experts from Queen's new 33Million Institute for Global Food Security and from across the globe, the event will highlight progress in delivering safe and authentic food to consumers and explore current and emerging threats to the integrity of the agri-food chain.

Professor Chris Elliott, Director of the Institute for Global Food Security, said: "The ability to protect the integrity of the food supply chain from 'farm to fork' is a massive challenge and one that is of utmost importance. While significant advances in science are helping reduce the risk of eating contaminated foods, the recent European-wide horsemeat scandal and the ever growing list of food product recalls due to contamination with Salmonella, E.coli, mycotoxins and dioxins, have highlighted that major gaps still exist in ensuring the food we consume is authentic and safe.

"Continued research and the development of improved techniques at Queen's and elsewhere - will facilitate more targeted and efficient testing and reduce the need for recalls of contaminated products, as well as tracing that contamination back to its source. That will be the focus of this conference."

Building on the success of a similar event in 2011, the second Food Integrity and Traceability Conference is jointly organised by Queen's Centre for Assured, Safe and Traceable Food (ASSET) and safefood, the North-South body responsible for the promotion of food safety on the island of Ireland. It will concentrate on three key themes:

  • Reviewing recent progress in delivering safe and authentic food to the consumer.
  • Identifying the greatest current and emerging threats to the integrity of the agri-food supply.
  • Delivering new analytical means of verifying the integrity of the agri-food supply chain.

Crowded California prisons fall short in mental health care: judge

By Sharon Bernstein

LOS ANGELES (Reuters) - A federal judge has rebuffed California Governor Jerry Brown's effort to ease U.S. oversight of mental health services in the state's overcrowded prisons, saying he did not trust officials to improve conditions for inmates.

Brown, a Democrat, is under political pressure to scale back a program under which state prisoners are sent to local jurisdictions to ease crowding. That move has led to the early release of thousands of non-violent offenders from lower-level county jails as municipalities struggle to make room for them.

California has been under court orders to reduce population in the 33-prison system since 2009, when a panel of federal judges ordered it to relieve the overcrowding that has caused inadequate medical and mental health care.

California must reduce its prison population to 137.5 percent of capacity by June 27. The Department of Corrections and Rehabilitation reported 119,213 inmates on January 2, just under 150 percent of capacity.

In January, Brown asked a panel of federal judges to vacate its order to further lower its prison population, saying that California had fixed its overcrowding problem and further releases of prisoners would harm public safety.

"In the years since the court issued the current population cap order, the state has dramatically reduced the prison population, significantly increased capacity through construction, and implemented a myriad of improvements that transformed the medical and mental health care systems," the Brown administration said in court filings.

On Friday, U.S. District Court Judge Lawrence K. Karlton, whose court is in Sacramento, denied in a 68-page opinion the administration's request to be released from federal oversight of an order to improve mental health care for inmates.

A further ruling, on the state's assertion that it should not be required to reduce its prison population to 137.5 percent of capacity by June, is expected in the coming months.

"Overcrowding in California's prison system was the primary cause of the state's failure to remedy ongoing constitutional violations in the delivery of mental health care to prison inmates," Karlton wrote.

He added that, despite arguments that the system had improved, there were not enough beds to house mentally ill inmates, nor enough staff members to treat them.

He expressed skepticism that California, if released from the oversight of the court, would follow through on promises to improve conditions.

"Based on defendants' conduct to date, the court cannot rely on their averments of good faith," Karlton wrote.

He also criticized the administration for failing to provide adequate mental health supports for inmates, citing "systemic failures" in suicide prevention and other care for mentally ill inmates.
